President

Javier was born and raised in the beautiful country of Costa Rica. When he was in high school, his mother was offered the position of Consul at the Costa Rican Consulate in Los Angeles, California, and he moved there with his family. Javier attended UCLA, graduating with a degree in political science and economics. In 1982 he began a 30 year career in the legal field with top multinational firms including Pillsbury Madison & Sutro and Akin Gump. Javier specialized in litigation. He is also an Enrolled Agent to Practice Before the I.R.S. and has maintained a tax practice for small businesses for 33 years.

When the Costa Rican immigration laws changed in 2002, Javier saw an opportunity. People began approaching him for advice on how to file the necessary paperwork to become Costa Rican residents. The old law required filing in Costa Rica. The new law required filing outside Costa Rica. He not only knew how to help from a legal standpoint, he knew the right person to help organize and manage and protect all the documents (his wife, Kathy) and the right person to handle the follow through in Costa Rica (his sister, Mayanye). He founded Residency in Costa Rica and began a successful business based on legal expertise, personal integrity and trust, and premier customer service. Now retired from the legal field, Javier focuses on the needs of his clients pursuing residency in Costa Rica.

Kathy, Javier's wife and business partner, was born and educated in Los Angeles, California. As part of her former consulting business Kathy managed a variety of projects for clients which ranged from medical records service to being entrusted to handle personal financial matters for a top executive in private industry. The experience she garnered in handling sensitive matters has served her well in transitioning from her retirement to working alongside her husband in their Residency in Costa Rica business. Kathy continues to share her creative perspectives helping to enhance the success of business operations.

Mayanye Zavaleta

Vice President, Operations, Costa Rica

Javier’s sister, Mayanye grew up in Costa Rica and spent her early career as a school teacher. She later owned and managed a successful highway and urban development construction company based in San Jose. Based in Costa Rica, Mayanye focuses on the final but key steps of the residency application process. Our clients say that “Mayanye seems to know everyone in San José.” She is able to resolve virtually every impasse with her perseverance and her deep understanding of the players and the idiosyncrasies of the Costa Rican legal system. Mayanye is the boots on the ground in Costa Rica who makes sure the process stays on track and the residency applications are processed and resolved.

Took the bus to San Jose, his sister met us there and within 2 hours we were done with fingerprints and photos, signed a power of attorney and were back on the bus to San Ramon. No hassles!
